The purpose of this contract was to design, build and operate the technology used for the connect vehicle for safety, mobility and user fees project.
The project accomplished the following:

• Evaluated the effectiveness of in-vehicle signing for improving safety using localized applications
• Filled the gap between the previous IntelliDrive Proof of Concept demonstration and future funding decisions
• Determined if the in-vehicle signing approach could be used to implement additional IntelliDrive applications
• Assessed how the IntelliDrive application can be used to implement mileage-based user fees
• Assessed the viability of a non-network IntelliDrive safety application, especially for rural deployments
• Determined if GPS probe data can be used to develop enhanced traveler information, especially on arterial roadways
This contract was necessary to continue Minnesota’s work with the National IntelliDriveSM effort and improve both
safety and mobility in various areas of the state. The contract also helped to identify potential new methods of revenue
generation for transportation funding.

The contractor’s timeliness was terrific. The schedule for the project was a constant focus with great results. Weekly meeting were held and project management items were covers as a part of the routine.
The quality of work that the contractor did was great. All through the design and build stages many documents were delivered that accurately reflected the system requirements and design features. Operational procedures were defined and adhered to throughout the operations stages and the system worked as designed with no major issues.
The cost of the project seemed to be line with the number of hours required to produce the final system. The hourly rates seemed to be in line with the expertise brought to the team.
The contractors overall performance was excellent. All of the Battelle team performed great and it seemed that they took great care to do a quality job.
