Data Conversion for 5 closed landfill sites

The MPCA wishes to develop GIS geodatabases for mapping for five closed landfill facilities that have been surveyed and for which boundary and topographic surveys are (or will be made) available. The facilities include:

Phase 1 Pilot Project Site
• Anoka/Ramsey Landfill

Phase 2 Remaining Sites
• Oak Grove Landfill
• Mille Lacs County Sanitary Landfill
• East Bethel Sanitary Landfill
• WDE Landfill

The Anoka/Ramsey Site will be used to establish procedures and specifics of the work product deliverables for the entire project. It will be completed prior to the other four sites, though the other sites will be initiated prior to final completion of the Anoka/Ramsey site. The work will be initiated July 1, 2009, and completed by October 30, 2009.

The MPCA does not currently have the CADD specialists or the AutoCAD software to perform the conversion in-house. Map creation, land use planning and some remediation activities in the MPCA Closed Landfill Program are dependent on high quality data, but in order to utilize that data it must be integrated into GIS. URS Corp. conducted the surveys for these five landfill sites as a Contractor under the MPCA’s Landfill Investigation, Design and Construction Oversight Master Contract. However, this Master Contract does not have a scope of work for converting the CAD files to GIS.

As a result of performing the surveying tasks at all five landfills, URS Corp. presently has the raw CAD data. The MPCA would have to pay additional money (estimated around $40,000) to have this raw CAD data presented in a format which could then be converted. The MPCA does not have the additional funds to buy the raw CAD data back from URS Corp.

It was truly a calaboration of efforts requiring exceptional listening and creative thinking skills.
