The Contractor struggled to keep proper staffing levels which adversely affected the timeliness of the work being performed. Sufficient Staff would have allowed
the Contractor to meet prescribed deadlines.
The Contractor's quality of work was sufficient but at times suffered due to lack of personnel.
The Contractor's estimated costs throughout the project were sufficient with other contractors for the same line of work.
The Contractors overall performance was satisfactory given the inadequate amount staff levels and amount of staff
turnover encountered during the project.
