PRISM Model Application for the Corridor Investmen

In 2012, MnDOT launched a new initiative to identify opportunities for collaborative and innovative investment called the Corridor Investment Management Strategy (CIMS). As part of CIMS, MnDOT conducted a competitive solicitation for highway projects that advance local or regional priorities for quality of life, economic competitiveness or environmental health. This contract helped MnDOT develop and use decision model for the selection of projects in the solicitation. Parsons Brinckerhoff (PB)’s unique tool evaluated submitted transportation projects from the perspective of sustainability using the Triple Bottom Line methodology. PB added needed evaluation capacity and expertise to MnDOT’s internal CIMS team, which had been stretched to also work on the update of the 20-year state highway investment plan.
