If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) The code for these programs was written by the Contractor using their proprietary framework, it was determined that the 3 programs didn’t justify a full-time agency programmer. Any changes would require that our staff re-learn the coding, because of the need for the agency staff to become familiar with the code before making any changes it was determined that it would be more efficient and economical if the Contractor complete the changes.
