A materials laboratory is planned for the Arden Hills Training Facility, and the proposed laboratory is in an area of potential contaminated soil and groundwater, which must be properly treated and/or disposed. This Contract work enabled MnDOT to identify contamination problems early in project development and/or prepare and implement plans for managing identified contamination, thus reducing potential liability and construction delays. The identification of known and suspected contaminated properties requires the use of specialized field equipment that the state does not own, as well as specialized OSHA safety training that most MnDOT employees do not have.
