contractor was successful in meeting tight timelines
contractor delivered services generally at a high quality level. what stood out was the contractor's ability to consider policy context and draft clear, concise policy analysis.
contractor was the winning bidder in response to the RFP. contractor only charged effort that was expended, i.e., on parts of the project MDH was not fully invoiced
excellent. it is important to understand that the contractor's performance was evaluated for a specific work product that required a certain set of skills and was conducted under a particular PI. the evaluation should not be extended without questions to projects of that contractor of different complexity and with different team.
