This includes identifying and documenting inconsistencies and gaps between policies, analyzing how these are applied by MnDOT; recommending for improvement in planning, programming, scoping, design and implementation of trunk highway projects and associated initiatives with consideration to bikeways and USBRS; establishing legislatively mandated bikeways registry and methods for regular updates; creating an updated statewide bicycle map; researching and providing recommendations on bicycle related performance measures. Entering a contract was necessary because of limited staff resources
