Evaluate the contractor's timeliness The Contractor was responsive to our needs in terms of both providing written information and in scheduling and attending meetings to demonstrate functionality of the GeoApp.Work proceeded at a good pace.

Evaluate the contractor's quality Overall the quality was very good; the contractor showed a genuine interest in the project and developed solutions to meet our needs, sometimes in a self-directed manner, based on established goals, to make progress on the work between meetings.

Evaluate the contractor's cost The cost appeared reasonable for the product development phase, although I am admittedly unfamiliar with comparable projects

Evaluate the contractor's overall performance The contractor’s performance met our project needs for this phase. The work was completed in a timely manner and met the requirements established in the contract; in some cases the work met expectations and in other areas the work represented an improvement on what we were looking for. In some areas further refinement and improvement is necessary to establish additional functionality (this is the first phase of a development program).
