At the time, Mn.IT @ DOT did not have the enough staff with the fundamental experience needed to deliver the State’s BI service. A BI consultant was needed to meet the volume of work, to bring in additional expertise that will deliver coaching/knowledge transfer to other staff and to work toward offering/service level goals.
