Summarize purpose of the contract, including why it was necessary: The primary purpose of this study was to build upon the 2011 Pilot Study which was intended to assist the State in creating an environment of ongoing trust, transparency and open communications with its business partners. Continuous research was needed to facilitate the State’s efforts to track this performance over time and to improve relationships. Refinements and expansion of the original Pilot Study work enhanced this process and made it more responsive to department needs.
