The project deliverable will be a draft TMDL report sufficient for public notice and submittal to the Environmental Protection Agency for final approval covering Crystal Lake, Keller Lake, Lee Lake, and Earley Lake and will include load allocations for each lake. A final TMDL report will be developed that incorporates changes based on public and EPA review comments. Figure 1 shows the location of these lakes. This project will build on existing information (e.g. Crystal and Keller Lake Use Attainability Analysis1 completed in 2003, draft Earley and Twin Lakes UAA1 currently being developed, recent lake monitoring, and watershed inventories) and will provide the modeling and watershed analysis necessary to complete a nutrient TMDL for each lake. The main objective of this project is a written TMDL that will determine the sources of the excess nutrients causing recreational use impairment, an allocation of pollutant loads for phosphorus, and a discussion of broad implementation strategies for achieving and maintaining water quality standards for these impaired lakes. Once the TMDL process develops sufficient information, work will start on implementation strategies. Near the end of the TMDL development process an implementation plan that prescribes more detailed remedial measures that correct the impairments and ultimately remove these lakes from the state’s 303d list will be written. A final implementation plan for Crystal Lake, Keller Lake, Lee Lake, and Earley Lake will be developed that incorporates changes based on MPCA and key project stakeholder review comments.
