The State required analysis and modeling of noise data related to the completion of the highway 23 Paynesville Bypass. In addition to the noise analysis and modeling, the contract provided an assessment of potential noise mitigation measures. This work was needed to address concerns raised by citizens living in the vicinity of the highway project.

This was a weak area for the Contractor. This project took 6 months when it should have taken about half that time.
The Contractor did high quality work and accomplished this with little direction from MnDOT
The cost incurred is what was expected. It represents a good value for the tax payer.
Overall, the Contractor did a good job. My only concern was that the analysis and report should not have taken as much time as they did. Fortunately there was not a letting associated with this work.
