Evaluate the contractor's timeliness The PIs had an extremely challenging project to conduct. Several unforeseeable issues caused delays in delivering the final product.

Evaluate the contractor's quality The PIs were unable to secure the type and quality of data that they had hoped. As a result, the quality of their work was compromised.
