Traffic Safety Law Enforcement Liaison

The Minnesota Department of Public Safety (DPS), through its Office of Traffic Safety (OTS), seeks to contract for the professional and technical services of an experienced law enforcement officer (may be retired) to encourage and assist state, county, tribal, and municipal law enforcement agencies in increasing their attention to traffic safety and OTS programs. This contractor position is known as a Law Enforcement Liaison, or LEL. The LEL’s main function is to serve as a link for the OTS to promote participation in the enforcement programs promoted by the OTS and increase traffic safety prioritization with our law enforcement partners.

The Office of Traffic Safety mission is to reduce fatalities and severe injuries on the roadway. Participation of law enforcement in our traffic safety programs is a key component to achieving this mission. Law enforcement is often torn in many directions and traffic safety is often not a priority. Contractors with law enforcement background are able to more easily relate to other law enforcement officers and encourage law enforcement agencies to direct their effort to traffic safety.

Dick was on top of all the activities and grants in the Metro. He reported issues and accomplishments to me in a timely manner.

Dick is a well-respected member of the Law Enforcement community. This brings an openness of communication between the agencies involved in the grants and the Office of Traffic Safety. This is allows an open dialogue that has moved the metro area quite a ways forward in cooperation with each other and a reduction in fatalities and serious injuries.
Dick came in below budget both years of his contract.
