The contractor was generally very timely with operations. Procurement of components was undertaken in a timely manner. Field installations were established consistent with contract requirements. Some items could have been tested prior to installation potentially saving some field time and complexity.
Overall the quality was high; the contractor worked to solve a number of challenges that came up during the project, usually related to setting up components and dealing with performance and functionality issues. Failed components occasionally required substantial diagnostics and replacement. Some field retrofitting was required.
The contractor’s cost was reasonable given the quality of the work and their commitment to the overall project goals. Extra resources were committed to having systems up and running for a demonstration project held at the site.
Overall, the contractor provided above average work. Several technical challenges were overcome and the provided product met or exceeded expectations in most instances. There were some areas where field set-up, failed components, or complexities with communications systems and cellular modems provided for unexpected challenges and the need for diagnostic and repair time; the consultant worked to resolve problems quickly and efficiently and did provide a functional system as required by the contract, eventually overcoming these obstacles.
