Evaluate the contractor's quality Quality of the work was good. The project involved very complex transportation issues including freight and rail, safety, and local access concerns. The work produced was a standard corridor plan.

Evaluate the contractor's cost The budget was increased prior to the study commencing and was also increased at the end.

Evaluate the contractor's overall performance Overall, the contractor did a good job managing a large project management team and complex corridor issues. The plan produced was a very good standard corridor plan.
