Summarize purpose of the contract, including why it was necessary: The State contracted with Alliant Engineering, Inc. to professional, technical assistance for traffic demand forecast, highway capacity analysis and Interstate Access Modification Request (IAMR). The IAMR was used to seek approval from the Federal Highway Administration (FHWA) for revised access to the Interstate System at the Interstate 35 (I-35) north interchange with Old US Highway 14 (US14) in Owatonna, Steele County. This IAMR was a part of the larger design project for reconstruction of the interchange on I-35 at Old US14 under State Project (SP) 7480-113. The reconstruction project includes interchange improvements, bridge replacements and pavement replacement on I-35from Old US 14 interchange to just south of Lemond Street. The total length of the reconstruction project is approximately 2.07 miles, beginning at approximately 348 feet south of Lemond Street at Station 040+00.787 and ending at Station 042+00.856 along I-35.
