The work Chaparral is currently performing under P1430 was treated as a commodity, rather than a contract since the majority of the cost is for the TRADAS license. Therefore, the work for the WIM reports is proposed to be a new contract, rather than an amendment.

This is a continuation of the work Chaparral is performing for P1430 under Purchase Order T7901-3000043150. The work Chaparral is currently performing under P1430 was treated as a commodity, rather than a contract since the majority of the cost is for the TRADAS license (see Attachment A). Therefore, the work for the WIM reports is proposed to be a new contract, rather than an amendment.
