Analysis of Crash Records System Project

The Crash Records System Project is an initiative of the Department of Public Safety Office of Traffic Safety (OTS) to replace an aging legacy information system with an integrated crash records solution and related implementation, support and maintenance services.

To help ensure the success of these efforts, the OTS is committed to the ongoing process of fully documenting business processes and the business requirements of a new system. Toward that end, OTS sought a contract with a qualified vendor to carry out a business process analysis, document business requirements and act as liaison with the DPS technical team.

The two major stakeholders in the project, the Departments of Public Safety and Transportation, are represented on the project Steering Committee. Neither have the personnel available to perform the work in a timely manner. The DPS HR division investigated other state resources and determined no other state resources were available.

The contractor met all expected deadlines for the project.
The quality of work by the contractor greatly exceeded expectations. Documentation was thorough and easily understood.
Hired from the Master Contract so was cost was pre-determined but the State of Minnesota got exceptional value.
