Summarize purpose of the contract, including why it was necessary: This contract was part of the project to replace the bridge at the international crossing between Baudette, MN, and Rainy River, Ontario. The purpose of the contract was to have the Consultant identify and document the differences between the design and construction standards of transportation projects in Minnesota and Ontario. This was done so that any areas of potential conflict could be identified early in the project to avoid schedule delays.
It was necessary to enter into a contract because the District and the Bridge Office did not have adequate staff to complete the task in the desired timeframe, nor the knowledge of the standards used in Ontario, Canada.

Evaluate the contractor's overall performance Overall the Contractor’s performance was satisfactory to meet the project goals. There were some delays in obtaining the requested data, but this appeared to be mainly due to difficulties in coordinating with staff from the Ontario Ministry of Transportation. The project’s goals and timelines were ultimately met.
