State acquired two frontage properties for the purpose of constructing an access, service road, and two storm water ponds. The construction activities encountered contaminated soil in this area that needed to be managed on-site or removed for proper treatment off-site. The primary objective of this project was to assist State with the implementation of an approved Response Action Plan (RAP) during construction. Original scope was to cover one phase of construction. Construction occurred over three phases and an amendment was completed. On one phase, the contamination was over the short term worker exposure limits and Contractor had to subcontract excavation work with a specialty contractor. The intent of this work was to document identified contamination within construction limits and ensure that contamination is handled in accordance with remediation plans approved by the regulatory agency, thus enabling State to reduce potential liability and avoid construction delays.
