A Comprehensive Review of Federal and Minnesota St

Contractor conducted a comprehensive review of federal and Minnesota state laws and regulations relating to bicycle, pedestrian, and non-motorized transportation to: 1) facilitate the development and implementation of Complete Streets policies and increase the understanding of the legal context of bicycle, pedestrian and non-motorized transportation; 2) assist in completing statutory requirements of 2010 Session Laws, Chapter 351, Section 72 Complete Street Reports and Minnesota Statute §174.75; 3) assist State and the Complete Streets External Advisory group in identifying statutory barriers to Complete Streets policy implementation; 4) guide the development and implementation of Complete Streets by Minnesota transportation authorities.
This information helps make the required statutory review and recommendations efficient and more thorough for MnDOT and the Complete Streets Advisory group. A document that includes this information in a simple, clear, comprehensive format for members of the transportation community, Complete Streets stakeholders, and the general public was not been identified or was not known to exist before the execution of this contract. MnDOT requested professional technical (legal) services to develop this public document in a short timeframe to respond and meet legislative requirements and to provide background for developing a Complete Streets policy for the state of Minnesota.

The Contractor met schedule milestones with deliverables.
The Contractor responded to the Project Manager’s and also the Contract’s language direction and guidance on quality Contractor’s interaction with State Project Manager throughout the Contract period on a frequent basis was needed.
The Contractor’s cost was reasonable for this level of research for a comprehensive, complex and technical topic.
The Contractor’s overall performance satisfied the original goals of the project. The Contractor was flexible in developing the format of the report. The Contractor laid a broad foundation for further research on this topic.
