Evaluate the contractor's timeliness RECS had to push to get schedule and comply with facility deadline which was not outlined in contract.

Evaluate the contractor's quality so - so major proding needed. when i took over there was no understanding of schedule, budget, and the drawings were not coordinated. review set required major revsions. This project came down to days. We were lucky.
