MNCM Evaluation of Non-reported performance measur

DHS received the AMQ Grant from CMS 12/21/1012. The AMQ Grant focused on testing and evaluating methods for collection and reporting the Initial Core Set of Performance Measures, to develop staff capacity, report and analyze data to improve the access to and quality of care in the Medicaid program. DHS contracted for professional and technical services to explore the feasibility and capability of DHS collecting and reporting eight of the CMS Initial Core Set of Health Care Quality Measures for Medicaid-Eligible Adults not currently produced. In addition, the contractor will explore and report to the DHS reasons for low post-partum visit rates. The Contract was part of the CMS Adult Medicaid Quality Grant.

DHS has worked with this contractor on similar projects and with the very tight project timelines required by the AMQ Grant, DHS felt it necessary to contract with an organization with a proven track record with this type of community stakeholder and evaluation work.

MNCM worked within the confines of the AMQ Grant to provide data for review and still comply with the resulting tight deadlines. The project leads fully understood all project goals asked for definition when appropriate. All project deliverables were complete and on time.
MNCM has a history with this type of work, to identify project managers with the talent and contacts to enlist the most appropriate and experienced providers to work with project goals and offer “real world” evaluation and recommendations regarding performance measurement and still meet the limited timelines of the project. The information that was gathered and reported is being used in internal departmental data and quality decisions.
Cost was reasonable and the contractor stayed within the budget.
MNCM researched measure specifications and testing, and through interaction with community stakeholders and providers evaluated the Initial Core Measures for value, their impact on cost, and quality of service delivery at the provider level. Stakeholders provided evaluation and recommendations for each measure so DHS can make thoughtful and cost effective choices with production of the performance measure set.
