The services of Paul Kish (consultant), were required for this project because of his bloodspatter experience and bloodspatter project administration. For this project, Paul Kish was required to come to Minnesota and work with the BCA's staff for two to three weeks each year and the remainder of his work with the BCA involved project assignments, video confeence, emails, and written communications. Mr. Kish is a bloodstain pattern analysis consultant with extensive experience in blood impacting surfaces and blood in flight. Mr. Kisk also has experience in preparing blood spatter targets and having these targets submitted for analysis by other experts similar to what was done in this project. His past experience in project design and administration along with his blood spatter expertise were essential to the successful completion of this project. Over the course of the three years of the project Paul Kish provided expertise and resources to coordinate the project, establish experimental protocols, recruit project survey participants, prepare and distribute test materials, collect and analyze results and assist with the publication and dissemination of project findings.

There was no one else with both forensic bloodstain pattern analysis and project design experience in the areas similar to what Paul Kish possessed. Mr. Kish was the only experienced bloodstain pattern analyst who has this kind of extensive experience designing, dissemnating, and evaluating results of bloodstain patterns anlaysis surveys. Mr. Kish's credentials and experience in the bloodstain pattern analysis discipline were evaluated and approved by the federal grant award to work on this project with the BCA. The selection and awarding of this federal grant was based on the merits that it had for advancing forensic science and the qualifications of the applicants which included the BCA obtaining Paul Kish's services for working on this project.
