MNLARS – ITIL Project Manager

The State was in need of an individual to provide the Minnesota License and Registration System (MNLARS) project with staff augmentation for the following skill of Project Manager – Information Technology Infrastructure Library (ITIL) position.

Contractor assigned to this project will perform work towards the following tasks and objectives:

• Assist the MNLARS project team to realize the improvement in value through the processes, organization and technology deployments related to the ITIL operational best practice concepts and practices

• Guide the MNLARS team to develop a comprehensive strategy, provide guidelines for process development, handle change management, and encourage the benefits of a strong customer service focus

• Work to transition the MNLARS system and associated MNLARS system processes to the overall DPS organization for on-going operational support

• Assist MNLARS project team in realizing value from their IT investments according to ITIL operational best practice standards, through the improvement of their IT management infrastructure including business processes, organization and technology deployments

• Develop and implement support and training processes and procedures based on the ITIL foundation for MNLARS

• Provide thorough leadership and industry intellectual capital to the MNLARS team and to the State regarding ITIL best practices

• Demonstrate project and/or program management success of leading teams toward accomplishment of measured results

• Develop processes to manage IT investments, measure IT effectiveness and increase customer satisfaction

• Work with State to gain consensus and implement the business processes in their environment

• Participate in related systems development efforts as needed to provide input and contribute to a comprehensive development strategy

• Provide operational and support strategy for the deployment of applications

• Maintain update on industry best practices by participating in educational opportunities, reading professional publications, maintaining professional networks, participating in professional organizations, and conduct research

• Focus on driving frequent and measurable benefits to the State

• Written and verbal assignments given by the Project Director will be completed within the timeframes, scheduled work hours, and scope of project as defined by the Project Director. Any changes to the project assignment by the Project Director will be communicated in writing to the Contractor

• Perform other duties assigned by the Project Director consistent with the MNLARS project

• Due to delays, the MNLARS project is behind earlier schedule projections. The MNLARS project has also been extended 4 additional years until June 30, 2016. Contractor’s work is unfinished.
• Contractor possesses in-depth knowledge of the existing operational area which is required for an implementation of operational best practices.
• Contractor is a key contributor to the MNLARS project. Contractor has acted as an advisor to the Deputy Commissioner of Public Safety. Contractor is a member of the MNLARS Management Team and is also a member of the MNLARS Executive Steering Committee.
• Contractor is the thought leader for building Operations and Support organizations for MNLARS and the Department of Public Safety
• The department will be able to significantly reduce the project timeline over the life of the project by utilizing contractor familiar with the existing systems and business processes. There will be no learning curve required for the contractor. There is a risk of project interruption if existing staff are required to invest considerable time educating an unfamiliar project resource.
• Contractor is available to begin work immediately upon contract execution
• Contractor has previously been selected for this role in two other competitive processes which were posted in the State Register.
