Summarize purpose of the contract, including why it was necessary: State plans to reconstruct TH 95 from approximately Dubuque Street to Point Road as part of the St. Croix River Crossing Project. The project includes construction of a new interchange at TH 36 and TH 95, roadway reconstruction and frontage road construction, a new bridge over the St. Croix River; a pedestrian trail extending to the north of the roadway reconstruction to Chestnut Street and south of the roadway reconstruction area to approximately 81h Avenue (it is within the roadway reconstruction area also), storm water ponds, utilities, etc. The purpose of this contract was to complete an Additional Phase II Investigation of any suspect areas in the project area, including river sediment. The intent of this work was to identity the presence, magnitude and extent of contaminated soil and/or groundwater in the project area. This information will be used by State to determine final project design plans and specifications.
