Summarize purpose of the contract, including why it was necessary: The purpose of the contract was to provide preliminary design and environmental documentation for the common segment of T.H. 55 and T.H. 149 in Eagan.

Due to the high number of ongoing projects in the South Metro Area, staff with the necessary expertise was unavailable to perform this work. The City of Eagan was willing and able to manage the work, and MnDOT received the deliverables it needed to advance the project.
