A Phase I and II Architectural History investigation was necessary for the TH 169 Grade Raises Project (SP 5211-59), in Nicollet and Blue Earth Counties, Minnesota. SP 5211-59 is along the Minnesota River, between Mankato and St. Peter. There are two main activities that will occur on this roadway segment; one is to raise the grade in specific sections to take the roadway out of the 100-year flood plain (subject to Federal Economic Development Administration grant); and the other includes milling and overlaying the roadway to re-establish roadway smoothness (to be done regardless of additional funding options). The profile raise of the southbound lanes of the USTH 169 will be anywhere from one to four feet above its current elevation to get it above the 100-year flood event elevation. Because the grade raise segment of the project would receive a federal grant, it must therefore comply with Section 106 of the National Historic Preservation Act of 1966, as amended. State’s Cultural Resources Unit will serve as the project manager for the Section 106 process. This Contract is to conduct a Phase I investigation to identify architectural/historical properties that are potentially eligible for listing in the National Register of Historic Places (NRHP). Should properties be identified at the Phase I level as being potentially eligible, further investigation at the Phase II level would be undertaken to determine their eligibility for listing on the NRHP. A preliminary area of potential effect (APE) has been assumed to be parcels adjacent to the areas where grade changes to USTH 169 are planned. Areas where only milling and overlay will occur would not be within the APE. The APE will be finalized through field investigation and the concurrence with the Minnesota State Historic Preservation Office.
