It was necessary to enter into a contract because personnel with the necessary expertise and specialized equipment are not available to provide this one-time service when needed.

A small amount of work remained which must be done under a new contract because of the five-year statutory limit for p/t contracts. SRF was needed to finish the last of the work and final out the project. They possessed all the knowledge necessary for the project. No state employee was currently available to provide this work when needed.
