Summarize purpose of the contract, including why it was necessary: • State project 8827-87 includes the fabrication and installation of interpretive panels for the nationally designated Prairie Passage route on I-90. Local governments support the development of interpretive panels and the inclusion of cultural stories and way finding information to improve the tourism aspects of their area. This consultant project scope including research, meetings, interpretive panel content development, layout and selection/design of images for the panels requires a team of individuals with varied expertise (photographers, text writers, graphic designers, Etc.) who will collaborate on the project. Trained MnDOT and also DNR staff were not available to complete this work in the timeframe specified. Delaying the consultant design contract is not reasonable because this work will be incorporated into a construction contract in fall 2011.

Evaluate the contractor's overall performance Shannon’s graphic design standards and overall performance were excellent. She worked well with MnDOT staff and was patient with changes to the text proposed by MnDOT and did not hesitate to promptly make the changes requested. Any problems with text clarity, sentence structure and factual accuracy were on the part of her copy writer subcontractor. See notes from Carol Reamer below under Comments.
