Deflection testing and analysis is routinely used to evaluate the spring load capacity of pavements, and to design structural overlays. The current process used by MnDOT and implemented into the computer program TONN is not very reliable. The program underestimates the allowable axle load for soft clay subgrades and may overestimate it for stiff sand or granular subgrades. The objective of this study is to upgrade the TONN program, develop and conduct training. The final product of this study will be an analysis process that results in an allowable axle load and a functional stand- alone software package that MnDOT and the cities and counties could use on their own, or provide to firms hired to do deflection testing.
