Evaluate the contractor's timeliness Contractor requested moving the 90% delivery back a week; did not deliver 3.5.3.4 until December 18th.

Evaluate the contractor's quality Contractor did not deliver the following items: 3.5.2.5 or 3.5.4

Evaluate the contractor's cost The final plans are between 25% to 30% standard plan sheets. The cost to produce a plan with this many standard sheets seems on the high side.

Evaluate the contractor's overall performance There was a considerable amount of MnDOT time spent trying to keep this Contract going. However, in the end MnDOT received a plan that still needed work to address quality concerns.

Describe any negative action taken during the duration of this contract (i.e., termination, pursuit of suspension, etc.): MnDOT had to take over the 95% plan and perform all QMP documentation work and incorporate all CO comments.
