The requirements for federal aid caused the letting date to accelerate, and in-house design staff was not available to complete the work in the timeframe needed. The purpose of the contract was to complete detail design for repairs to several bridges in Anoka and Dakota counties.

Evaluate the contractor's overall performance 1****This was a fast track bridge preservation project. Bloom Companies, LLC was given examples of plans and specs of related jobs. Bloom Companies, LLC was given the preservation recommendations. Bloom Companies, LLC initially produced a good quality 30% plan and spec and had good questions. I performed the review and returned the comments. There were many specification questions and some plan comments. Comments were addressed between the 60% and 90% but there was a lack of understanding between plan and specifications. At the 90% plan and spec review, the plan quantities were not tabulated correctly, the special provision pay items did not match the schedule of quantities, the special provisions were not complete, and plan drafting quality did not meet MnDOT bridge drafting standards. This did not meet the QA/QC plan submitted by Bloom Companies, LLC. My evaluation reflects the lack of adherence to the QA/QC plan.
