The State was in need of an individual to provide professional technical services to the Minnesota License and Registration System (MNLARS) project with staff augmentation for the following skill of Architectural Planning & Assessment – Technical – Identity Access Management (IAM) Systems Architect.
Duties included:
• Participate in State’s oversight of the MNLARS System Vendor’s Initial Security Assessment

• Participate in State’s oversight of the MNLARS System Vendor’s Security Risk Management Framework

• Participate in State’s oversight of the MNLARS System Vendor’s Initial Business Continuity and Disaster Recovery Assessment

• Participate in Security Auditor RFP and Vendor Selection

• Review and analyze Identity Access Management (IAM) System for MNLARS

• Produce detailed software models and architecture models for MNLARS using design modeling methodology approved by the State to define MNLARS architectural requirements

• Analyze existing data and functions, and create models of existing systems, business rules and processes, and models to be approved by MNLARS Project Director

• Provide planning, analysis, technical support, implementation and consulting support in the development of distributed system applications

• Play a leadership role in analysis of application problems, provide suggestions on resolution of problems and issues to MNLARS Lead Architect, and resolve the application problems and issues at the direction of the MNLARS Project Director

• Remain abreast of data processing technology, department policy, state policy, and federal policy, so that the most current information procedures and techniques are utilized

• Participate in research and related activities for the MNLARS project

• Written and verbal assignments given by the Project Director will be completed within the timeframes, scheduled work hours, and scope of project as defined by the Project Director. Any changes to the project assignment by the Project Director will be communicated in writing to the Contractor

• Perform other duties assigned by the Project Director consistent with the MNLARS project

A. Contractor is separating from the vendor (Orthogonal) through which he has been sourced for this role for his time at DPS. Contractor (Orthogonal) needs to end the current contract with this resource.

B. Contractor (Cogitant Solutions) is in the process of finishing work on MNLARS and will be working a reduced workload for length of this contract.

C. Due to delays, the MNLARS project is behind earlier schedule projections. The MNLARS project has also been extended 4 additional years until June 30, 2016. Contractor’s work as IAM resource is unfinished.

D. Contractor possesses not only in-depth knowledge of the industry standards and best practices for information security but also the existing security framework at DPS. Contractor is well-versed in publications produced the National Institute for Standards and Technology (NIST) and Federal Information Processing Standards (FIPS) This knowledge is vital to the development of MNLARS which is developing a security framework during this contract period.

E. Contractor possesses in-depth knowledge of business continuity and disaster recovery industry standards and best practices. This knowledge is vital to the development of MNLARS which is developing this BC/DR framework during this contract period.

F. Contractor is a key contributor to the MNLARS project and has been with DPS/DVS for nearly 8 years which has provided a unifying voice between past, current and futures states of DVS and the outcome of the MNLARS project.

G. Contractor is the thought leader on IAM for MNLARS and the Department of Public Safety. This knowledge is vital to the development of a MNLARS IAM solution which is being developed during this contract period.

H. The department will be able to significantly reduce the project timeline over the life of the MNLARS project by utilizing this Contractor, which is familiar with the existing systems and business processes. There will be no learning curve required for the Contractor. There is a risk of project interruption if existing staff are required to invest considerable time educating an unfamiliar project resource.

I. Contractor is available to begin work immediately upon contract execution.

J. Contractor has previously been selected for this role in two other competitive solicitation processes which were posted in the State Register.
