MNLARS was required to conduct a project audit according to Minn Stat. § 16E.01 subd. 3(e)

“For any active information and telecommunications technology project with a total expected project cost of more than $10,000,000, the state agency must perform an annual independent audit that conforms to published project audit principles promulgated by the office.”

• Task 1 - Explore and analyze relevant project correspondence and deliverables. Beginning with the State of Minnesota’s Project Audit Checklist for this project (provided on-site) which identifies the scope of this audit, conduct a review and analysis of the relevant project s documentation. The vendor may prefer to use their own established audit checklist, in which case the State must first review and approve such a substitute checklist. Deliverable: Vendor’s notes appended to each appropriate section of the State’s Audit Checklist and any notes for areas beyond the checklist topics.

• Task 2 - Conduct one-on-one interviews and group meetings in order to further analyze and evaluate the project’s health. Deliverable: Further annotation of the State’s Project Audit Checklist with information gathered from Task 1 above.

• Task 3 - Draw conclusions, create recommendations and document the audit process used. Also document the data and rationale for the audit findings. Produce a draft of the final project audit report. This draft must include the annotated State of Minnesota s Project Audit Checklist and any other pertinent data. Deliverable: Draft of final audit report. Deliverable: A meeting between the vendor and the State representative(s) at which time they shall review, discuss, understand and deal with any questions on the draft report.

• Task 4 - Following the Task 3 meeting, the vendor shall finalize the project audit report with any changes agreed to at the Task 3 meeting. Deliverable: Vendor shall formally transmit the report to the State of Minnesota representative(s). At the same time the vendor shall make a visual presentation of the report findings (e.g. PowerPoint) and any and all recommendations to the project’s Steering Committee.
