MnDOT has developed a list of potential projects throughout the district that could improve congestion and/or safety. These projects consist of various design measures such as adding through, turn or auxiliary lanes, reconfiguring or introducing interchanges, and other various options. A consultant contract was previously executed to develop these concepts and analyze the operational benefits of the proposed design measures.

Major expansion projects are difficult to fund based upon the current funding received by MnDOT. The operational and safety issues that have developed as a result of increased traffic on metro highways are problematic and continue to degrade as traffic volumes increase, additional weaving, and the increase in congestion. The goal of this contract was to further develop the overall scope of these projects by defining what the best design measure is to improve congestion and/or safety along with determining the operational benefits for the IAMR. MnDOT has come up with a list of potential projects and asked the consultant to review and further define the scope of the projects and to analyze the potential congestion and/or safety improvements they would provide. This entailed CORSIM Analysis for the No-Build alternative and the 2012 Build for the preferred alternative along with providing a conceptual layout of the project if it is found that different design measures will be more beneficial to safety and/ or congestion than what was proposed, giving MnDOT the base for these projects to advance to the design phase.

Due to other high priority projects and responsibilities, MnDOT staff was unavailable to complete this work when needed. In addition, MnDOT expects the consultant to bring specialized expertise, including traffic operations analysis, traffic forecasting and concept development.
