District-wide Improvements of 127 Pedestrian Ramps

The State contracted with Bloom Companies LLC to provide professional, technical assistance to complete detail design for 127 pedestrian ramps in MnDOT District 6 to bring them to compliance with the Americans with Disabilities Acts (ADA). The work was completed under State Project 8826-74 on Trunk Highway (TH) 57 in Kasson, TH 30 in Hayfield, TH 251 in Hollandale and TH 65 in Glenville.
After discussing with section leaders the work to be completed, it was determined that there was no State employee with the required expertise available to complete this work.

Contractor was responsive to requests and delivered the project in a timely manner.
Bloom ended up with a quality product. They were not totally familiar with MnDOT’s plan standards; so, there was a fair amount of editing needed initially, but final plans turned out good.
The Contractor managed the cost of the Contract very well and completed the project within budget.
Overall, Bloom did a good job at delivering a quality plan on schedule and on budget. The State’s Project Manager reported one negative comment about the plan as follows. He initially provided a list on corners on the project that he wanted to use standard details for, but Bloom provided site specific details at all corners. He thinks in the end this probably added to the workload because of the level of editing needed for each sheet and his goal was to use the plan as an example of the ADA Project Design Guide. In the end detailing every corner was not detrimental to the plan. It would have just had the benefit of streamlining the work required
