Summarize purpose of the contract, including why it was necessary: The purpose of this Contract was to provide technical program support to the connected vehicles for safety, mobility and user fee demonstration project mandated by the 2007 Minnesota State Legislature. In Phase I the Contractor provided the concept of operations, requirements, evaluation goals, detailed schedule and budget for the operational test.
In Phase II, the Contractor continued to provide technical support and handled day-to-day operations of the project including independent reviews of implementation proposals, development of back office operations, intergovernmental outreach, public policy analysis and updates to the concept of operations as necessary.
During the demonstration project, conducted by Battelle Memorial Institute, Contractor identified and developed needs requirements for future deployments, developed strategies for systems integration, evaluated operational options and assessed pricing strategies. The Contractor produced a comprehensive Final Report Document including issues and recommendations at the conclusion of the demonstration.
This Contract was necessary to advance MnDOT’s role in the National connected vehicles for safety effort and to provide uninterrupted technical support to the Mileage Based User Fee demonstration project mandated by the Minnesota legislature.
