Summarize purpose of the contract, including why it was necessary: Burlington Northern Santa Fe (BNSF) Railroad conducted field assessments of interconnected highway-grade crossings that have MnDOT traffic signals and made recommendations for improvements. The purpose of this project was to complete the following:
• Determine which recommendations comply with the December 2011 MnMUTCD and existing MnDOT signal design specifications.
• Determine the cost associated with each recommended change.
• Create a final report outlining each BNSF recommendation and MnDOT’s response including rationale and timeline for completion.

The outcomes of this Contract are:
• Final Report with rationale for complying or not complying with recommendations including timeline for implementation.
• Updated traffic signal preemption worksheet for each intersection.

This Contract was necessary in order to complete the assessment in a timely manner to determine if safety specifications were being met on at grade crossings and mitigate potential legal claims for noncompliance.
