Evaluate the contractor's timeliness The Contractor provided all plan related deliverable on time to meet letting requirements and provided staffing as needed for construction inspection.

Evaluate the contractor's quality There were very few plan issues; the quality of the consultant construction inspection staff was very high and beneficial.

Evaluate the contractor's cost Consultant went over cost primarily due to the addition of Bridge Construction Inspection to the scope of work for HDR.

Evaluate the contractor's overall performance The Consultant produced a good plan and provisions integrating railroad and MnDOT stakeholders in a timely manner. The Consultant provided construction inspectors were also very capable and thorough. The construction contract did go significantly over the original contract time envisioned for this project. While some of the delay would likely have occurred in any event due to the nature of the project and coordination among various parties includes the UPRR, the state shutdown delays and the associated major delays in delivery of the bridge steel under a separate contract make this impossible to quantify.
