Seek assistance to complete an update of the 20-year State Highway Investment Plan (MnSHIP) which provides the link between the policies, strategies, and performance targets laid out in the Statewide Multimodal Transportation Plan and the capital improvements made to the state highway system. MnSHIP is due to the state legislature every four years and its development requires a significant, prolonged increase in staff work hours, and requires diverse expertise in the topics of long-range planning, public participation, and plan development.

SRF assisted in the delivery of timely and quality MnSHIP document. The development of MnSHIP was highly complex, involved interaction with numerous internal and external stakeholders, and considered many factors including federal and state law, performance requirements, system conditions, revenue, and risk. Notably, the passage of a new federal surface transportation bill in July 2012 that introduced new federal requirements delayed the adoption of MnSHIP by nearly a full year. SRF was responsive, open, and willing to work through frequently changing direction by agency executive management and MnDOT Project Manager on plan direction and products. It would be difficult for any consultant to achieve a rating of 5 (very satisfactory) due to the complicated nature of this project and the fact that few past precedents exist. The efforts of SRF project managers Dave Montebello (2012) and Mona Elabaddy (2013) were commendable and crucial to helping meeting key project deliverables. A rating of 4 in this case should be viewed very favorably. The contract was also completed under budget.
