Minnesota Sex Offender Information System

Prior to 2010, the Minnesota Sex Offender Program (MSOP) used non-standard and incongruent techniques and methods to document procedures related to sex offenders (clients).
In February of 2010 MSOP hired Mehrdad Shabestari, as the Acting IT Director, to modernize the technology operation of the program. After observing and assessing the operation of various business units within MSOP, Mr. Shabestari drafted a multi-year plan to accomplish the aforementioned purpose.

After reviewing the plan with MSOP executives, including the Program Director and Deputy Director, Mr. Shabestari was told to go ahead and implement the plan.

The plan included a project to develop a system where MSOP users within various practices would use the same protocol and methods to document sundry of procedures related to MSOP clients.

The business goals and objectives of this project focused on implementing an information system that:

- Improves staff, clients and citizen safety,
- Facilitates coordination and information sharing between multiple locations within MSOP,
- Enhances the ability and effectiveness of staff to perform their jobs,
- Provides a one-stop-shop for MSOP’s operation,
- Facilitates coordinated crime prevention and reduction,
- Provides high levels of data security and integrity,
- Provides a flexible and a reliable technology for the future of MSOP’s operation,
- Facilitates the electronic capture of data at its source,
- Provides a comprehensive and an easy to use interface for users,
- Eliminates redundant data entry throughout MSOP,
- Complies with HIPAA and all the required Data Privacy Acts.

After examining different software makers, it became clear that no company has a ready-made product to meet all MSOP’s needs. Mr. Shabestari decided to proceed with the option of building the much needed software application, and to do that he needed to enter into a contract with a software consulting firms.

The primary objective of creating a customized software solution for MSOP was to provide a centralized and a scalable information systems solution, and this objective was well achieved.
