It was necessary to enter into a contract because personnel with the necessary expertise and specialized equipment are not available to provide this one-time service when needed.

Evaluate the contractor's timeliness Excellent- we had a very narrow time frame to complete the project and Hydro Klean got to work on the project right away and did as much as they could before the cold temps prevented them from working further.

Evaluate the contractor's quality Good; some errors on the video’s and edit maps. They would reference the wrong id number which lead to confusion at times. A few missing videos as well but overall the quality was good.

Evaluate the contractor's cost Project expenditures as it equates to the deliverables received seemed about right. The spent a couple of weeks cleaning and this really soaked up the budget.

Evaluate the contractor's overall performance Overall they did an excellent to good job. Mn/DOT desired video inspection data on some larger pipes under I494 that either had water within them or were dirty, or both. I’m not sure they exhausted all alternatives to get at least a partial video inspection on at least some of the pipes in question.
