County Road Safety Plans

This Contract provided professional expertise and assistance to develop Road Safety Plans that support the county engineers and identify potential low cost safety improvements that can be implemented within their roadway network. The identification of systematic safety improvements is a different approach used to justify investment of safety funds to reduce fatal and life changing crashes. The Federal Highway Administration (FHWA) oversees how the State utilizes its safety funds available through the Highway Safety Improvement Program. The local FHWA division supports utilizing this process to assist the local agencies to identify various safety deficiencies and proposed countermeasures that will improve the overall safety of the roadway network.

Previously, the county engineers did not have the expertise to conduct this type of analysis. By hiring a contractor to assist in the development of a road safety plan, the county engineering staff has developed expertise and knowledge to update and revise these plans as safety projects are deployed. The county is now well positioned to update and develop additional plans on an as needed basis.

The end product of this contract is a comprehensive, detailed report that identifies roadway segments and proposed safety countermeasures developed by analyzing the crash data associated with each county within the State.

This Contract was necessary to provide the expertise needed by the county engineers to conduct this type of analysis without impacting their day to day operations. Hiring a contractor with expertise in this area has allowed the initial analysis and recommendations to be developed. Additionally, the county engineering staff now have learned the process and procedures used to identify the safety issues and appropriate countermeasures. Knowledge transfer between the consultant and engineering staff has occurred through active participation in this safety analysis and prioritization process.

Contractor was able to meet most timelines and provided adequate notice when timelines were not going to be met.
The contractor quality was consistently above average throughout this contract. I was expecting it to slip as this long project drew on but it did not occur.
Contractors costs was in line with expectations for this level of work.
Overall the contractor did a good job of managing the time and costs associated with this flexible project. I would support another venture with this contractor knowing how they were able to manage the risks throughout the project.
