Summarize the purpose of the contract, including why it was necessary to enter into a contract:

Analyze current DVS system software, MCSIA requirements, and identify gaps in functionality. Contractor will assist in the design of new features and make changes to current functionality required to close those gaps. Contractor will develop software according to DVS design requirements. Contractor will conduct unit tests, coordinate with DVS business analysts who will conduct User Acceptance Testing to approve new functionality, and deploy changes into production. Contractor will assist in routine operational tasks and driver’s license analysis and programming, as outlined below:

Services:
1) Enhancing Conviction-Withdrawal Processes and Code Mapping
2) Upgrade Court Interfaces, Create and Store Fail to Appear (FTA) and Fail to Pay (FTP) Convictions, Withdrawals, and Linkages, and Program Class History Logic
3) Re-engineer Commercial Driver License Information Systems (CDLIS) and Problem Driver Pointer System (PDPS) Related Transactions and Messages, Establish and Correct Linkages, and Improve Unified Network Interface (UNI) Error Processing
4) Pilot and Implement Programming to Initiate CDLIS, PDPS, Driver License Number (DLN) Survey, 10-Year History, and Social Security Online Verification (SSOLV) Checks Prior to License Issuance, Use Application and Response Information to Update Driving Records, and Prepare for CDLIS 5 Release

Activities to be completed:
1) Implement major, serious, railroad, and out of service violation programming
2) Implement driver licensing disqualification programming
3) Complete Minnesota conviction and withdrawal programming
4) Update Minnesota’s testing environment
5) Correct Minnesota’s court conviction interface mapping
6) Prepare for CDLIS Release 5 Requirements
7) Ensure the accuracy of AAMVAnet Code Dictionary (ACD) codes are in Minnesota driving histories
8) Ensure the correct communication of Commercial Motor Vehicle (CMV), hazmat, and passenger indicators in CDLIS and PDPS messages
9) Create and improve online work list prompts for CDLIS and PDPS transactions
10) Conduct a PDPS clean file
11) Implement programming and procedures to process 10-year histories received from other licensing jurisdictions
12) Create and implement a manual Driver License Number (DLN) survey process
13) Complete and implement an application to conduct CDLIS, PDPS, DLN Survey, 10-Year History, and Medical Certification Checks at the time of customer application
14) Develop programming method to use information received from the driver license application process to make CDLIS and Minnesota mainframe updates
15) Assist in the completion and implementation of programming and auditing of Social Security Online Verification checks at the time of customer application

A. Contractor staff possesses in-depth knowledge of the existing business processes, data, and technology which perform the functions specified. Contractor’s staff has developed specialized expertise in the application of the necessary abilities and functions required by federal and state laws. Their knowledge and ability to update these programs is strong and is essential to DVS and DPS for their continued system operation
B. Contractor staff understands the current technical challenges associated with the mainframe and distributed technology solutions currently in use within DVS. This knowledge extends to the technical architecture of mainframe and distributed systems, interfaces with other entities, and network and security frameworks
C. Contractor staff understands the fragility of the existing systems
D. The department will be able to significantly reduce the project timeline over the life of the project by utilizing contractor staff familiar with the existing, complex DVS systems and business processes. There will be no learning curve required for the contractor staff. The existing DVS systems continue to have serious fundamental issues, and there is a risk of system interruption if existing staff are required to invest considerable time educating an unfamiliar project team
E. Contractor staff are available to begin work immediately upon contract execution
F. Contractor staff performed the original work on MCSIA starting in July of 2008
