Summarize purpose of the contract, including why it was necessary: To study value increase potential and value capture opportunities associated with the development of Trunk Highway (TH) 610 segment between CR-81 and I-94. Currently, this final phase of TH-610 is not planned until around the 2030 timeframe and full funding has not yet been identified for the project. MnDOT and its local partners will experience considerable pressure in future years to identify methods for fully funding and accelerating the final phase of TH-610. The proposed research would examine the benefits and increased value that will accrue upon the completion of the final phase of TH-610, and provide options for decision makers to consider as they explore methods for funding and advancing the project.
