Expertise in several areas was required to develop the MSE wall standards, including soil mechanics, extensive knowledge of AASHTO design code, and knowledge of MnDOT and FHWA technical memoranda. It was necessary to enter into a contract to work because the Bridge Office does not possess the expertise needed to complete this type of work.

In addition, the project required extensive knowledge of AASHTO design code, the Highway Innovative Technology Evaluation Center (HITEC) review process, FHWA technical memoranda, and MnDOT technical memoranda. This area of expertise lies only with persons who have concentrated their educational studies and work experience on MSE walls. The vendor is a nationally recognized expert in the design and construction of MSE walls.
