Page and Hill Phase II Investigation

In the mid-1940’s, Page and Hill began leasing the property in Big Falls (which is former rail bank right of way property) from Burlington Northern (BN) railroad (and BN’s predecessor companies) to operate their wood treatment and forest product manufacturing business. State acquired the Page & Hill property from BN in 1992. There is documented soil and groundwater contamination at the property resulting from Page & Hill’s operations, and several environmental investigations have been completed since 1994 under the direction of the Minnesota Pollution Control Agency (MPCA) and/or the Minnesota Department of Agriculture (MDA). One of the primary contaminants of concern present at the property is pentachlorophenol (PCP), a highly regulated wood treatment chemical used by Page & Hill. A December 3, 2010 letter from the MDA Commissioner to representatives of Page & Hill, BNSH (a successor of BN railroad), and State states that the property had been added to the Superfund list.

The scope of work outlines the anticipated work effort to complete Additional Site Characterization at the Page & Hill property. The objective of the proposed work is to further define the extent of remaining soil and groundwater contamination associated with the past Page & Hill operations at the property, and to better define the potential costs associated with future corrective actions that could be required by MDA. It is recognized that additional follow up soil and groundwater investigation may be required following the work effort outlined herein.
